Chief Leroy K. James is the recently appointed Chief of the Campus Police Department (CPD).  He is a veteran law enforcement Commander, who recently retired from the Prince George’s County Police Department.  In this critical leadership position, Chief James will oversee the operations of Campus Police and is charged with designing, implementing, managing and improving services and programs, which support and respond to the safety and security of the Howard University community.  Chief James welcomes you to our website.

Deputy Chief Harvey G. Armstrong is the Manager of the Physical Security Bureau which includes Access Control, Video, Alarms Doors, Personnel Development, HR Liaison Howard University Hospital Security Liaison. He Has served in a security capacity since 1971.

Inspector Kenneth Martin

Inspector Kenneth J. Martin, is Commander of the Patrol Division which includes the Hospital and the Campus Staff. He is responsible for the management of the Uniformed Force. He joined the department in 2007. He brings his experience from the DC Metropolitan Police Department and the Department of School Security in Prince Georges County.

Chief Investigator Lorraine T. Kittrell is responsible for the Investigative services and Crime analysis at Howard University Campus Police Department (CPD) . She joined the department in 2003, after an extensive career in Investigative services at DC Metropolitan Police Department (MPD).
