Admission
- All persons
visiting the Founders and Undergraduate Libraries must present
a valid Capstone Card or other valid Photo ID identification
(i.e. drivers license, Consortium ID, employee ID)
- Once
the identification has been checked and verified (photo
and ID holder matched) by the Security Officer or Campus
Police Officer, the visitor will be permitted to proceed
into the library.
- Only
HU students/faculty/staff will be admitted between the hours
of 12:00 Midnight–8:00 AM.
- Persons
without HU Capstone ID shall present a valid photo ID (e.g.,
driver/non-driver license; Consortium ID or other employee
ID to the officer). Officer shall personally enter the information
on log form.
- For their safety and well-being, children under age 12 are NOT allowed in the Library. Children aged 12-17 MUST be accompanied at entrance and while in the library MUST be supervised at all times by a responsible adult. Exceptions: a) minor children participating in library tours or University-sponsored educational programs are admitted if accompanied at all times by an authorized university official; b) Children of HU personnel based in the library building are admitted per current University policy if supervised at all times by such HU library personnel.
- Supervisors and University personnel are expected to help ensure safe and danger-free working conditions at all times. Toward that end, they are asked to take necessary action to limit the presence of children in the work place. Unsupervised children will be reported to the Campus Police for necessary action. - No food
or drink (other than plain water) is allowed in the public
areas of the Library. Beverages of any kind are not permitted
at computer workstations. Patrons are ONLY allowed to eat
in the Student Lounge of the Undergraduate Library.
- No weapons,
firearms, animals or other pets are allowed in library.
Exception: Seeing eye dogs.
Use
of Materials and Facilities
- Reserve, reference, periodical,
and audio-visual materials DO NOT circulate outside of their
immediate reading/study areas.
- When an item is not located
in the stacks, users may complete a search request form
and leave it at the Circulation Desk for staff follow-up.
- General circulation services
end 15 minutes prior to the closing of the library. The
stacks close 30 minutes before the library closes.
- All HU students, faculty,
and staff may request items not owned at Howard through
the Interlibrary
Loan Service.
- Graduate students may obtain
a direct borrower's card for use at Georgetown University,
George Washington University, University of Maryland, Johns
Hopkins University, and University of Delaware.

Reciprocal Borrowing
- Faculty may register for
an OCLC reciprocal borrower's card to use at participating
libraries throughout the United States.
Inquire at the Circulation Desk in Founders
Library.
- Group study rooms are available
in the Undergraduate Library. Priority is granted to Howard
University students, faculty, and staff groups consisting
of a minimum of three (3-6) persons. Study rooms in Founders
Library (Stack 2) are used on a first-come, first-served
basis.
- A courtesy telephone is
provided at UGL/Loan Services Desk for on-campus, library-related
calls.
- Approval must be obtained from
the Library Director for picture taking, filming or videotaping
on library premises.
Responsible Computing
- Computer resources are provided
to assist library patrons in their legitimate pursuits of
education and research. As is the case for the use of other
University property, faculty, staff, and students who use
library computing resources should be guided by the University
Code of Conduct,
which prohibits any member of the community from taking
unfair advantage of another. Some examples of inappropriate
use are: harassment of other users; destruction or damage
to equipment, software or data belonging to others; disruption
or unauthorized monitoring of electronic communications;
violations of computer security systems; unauthorized use
of accounts access codes, or identification numbers; use
of facilities in ways that intentionally impede the computing
activities of others; violations of copyrights and software
license agreements; violations of another's privacy, and
academic dishonesty. Inappropriate
uses of university computing resources may result in appropriate
disciplinary action. In addition, illegal acts involving
university computing resources may result in prosecution
by state and federal authorities.
- Howard's students, faculty
and staff have priority access to networked computer facilities
in all library units.
- When others are waiting,
computer users must limit their time at the terminal to
45 minutes.

Conduct
- Library users must adhere
to the
Student Code of Conduct
and University Regulations.
- No eating or drinking is
allowed in the public areas of the library. Patrons are
allowed to eat in the Student Lounge of the Undergraduate
Library.
- Smoking is prohibited on
library premises.
- No loud conversations, loud
music, or other disruptive noises or behavior will be tolerated.
- Beepers and cellular phones
must be set to vibrate mode when brought into the library.
Cellular phone conversations are restricted to the lobby
or other areas outside of the reading rooms.
- Postings on library premises
must be approved by the Office of Student Affairs and placed
only in designated areas of library.
- No unauthorized solicitations.
- In the event of an emergency,
please follow instructions from official personnel.
