Howard University Libraries is an OCLC lending participant but will also lend materials from its circulating collection to non-OCLC participating libraries and institutions. OCLC symbol is: DHU

Lending requests are processed at the Founders Library for all Howard University library collections, except Health Sciences Law and the Moorland-Spingarn Research Center.

Requests may be entered directly on-line through the OCLC Passport system for ILL. Requests may also be mailed or faxed directly using the standard ALA request form.

ILL Lending Policy

Howard University Libraries has reciprocal arrangements with the Chesapeake Information and Research Library Alliance (CIRLA), Historically Black Colleges & Universities (HBCUs), Washington Information and Research Library Consortium (WRLC), and other academic libraries and institutions, and agencies of the US Government and the District of Columbia.

Other organizations including law firms and private organizations are charged as follows.

Lending Charges

HUL lends circulating items & provides photocopies free to RECIPROCAL LENDERS--HBCU libraries, Chesapeake Information and Research Library Alliance (CIRLA), Washington Research Library Consortium, academic/public libraries & government agencies.

OTHER NON-PROFIT INSTITUTIONS: Books $15 processing fee/item, plus $15 for rush requests/item; articles: $10 processing fee up to 25pages/item + $0.25/page over 25 papges; $15 extra for rush requests/item.

BUSINESS, including law firms: Books $15 processing fee/item, $15 extra for rush requests/book; no photocopied items. Charges prepaid to Howard University Libraries.

FAX:  Free to reciprocal academic libraries and institutions, and to agencies of the US government and the District of Columbia. $10.00 to all other borrowers.
Reciprocal agreements are welcome.

Please note that the Moorland-Spingarn Research Center is not a lending library. Theses and  Dissertations for Howard University Graduate students do not circulate. However, a photoduplication of about 10% can be made. See Moorland Library Division Regulations for details.

Copyright Restrictions

“The Copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material.  Under certain conditions specified in the law, libraries and other archives are authorized to furnish a photocopy or other reproduction.  One of these conditions is that the photocopy or reproduction is not to be ‘used for any purpose other than private study, scholarship, or research.’  If the user makes a request for and later uses a copy or reproduction for purposes in excess of  ‘fair use’, that user may be liable for copyright infringement.”

Other copyright restrictions and charges may apply.  Howard University Libraries reserves the right to use its discretion to refuse any ILL request that violates the copyright stipulation
