The 140th Charter Day Convocation was held on Friday, March 9, at 11 a.m. in Cramton Auditorium. Howard University alumnus and Law School Professor Isiah “Ike” Leggett (M.A, ’72; J.D., ’74), executive, Montgomery County, MD, delivered the Convocation Address.  Leggett served as an at-large member of the Montgomery County Council for 16 years beginning in 1986. The first African American elected to the Council, he won four terms and was elected Council President three times by his colleagues. After leaving the Council in 2002, Leggett chaired the Maryland State Democratic Party for two years and continued his work as a Professor of Law at Howard University, where he has taught since 1975. He served as the law school’s assistant dean from 1979 to 1986.
