Howard University is a private comprehensive, research institution of higher education that provides educational experience of exceptional quality to students from around the globe. While we continue the legacy of excellence in leadership, teaching and service, we also seek to promote the highest professional standards and ethics in our business activities and acquisition processes. 

The primary procurement objective of the University is to obtain the highest quality goods and services at the lowest possible price while simultaneously conducting its purchasing activities in a fair and equitable manner. To this extent, we have created this two part "Vendors' Guide" for your use in doing business with Howard University. Part I of this booklet is intended to give vendors an overview of our purchasing procedures and vendor requirements. In addition, this section provides policy statements on the University's Code of Ethics and Conduct and on Civil Rights matters. Contractors and suppliers desiring to do business with the University shall agree to comply with the Code of Ethics and Conduct and the Civil Rights policies. Part II contains a description of our Small Businesses, Small Disadvantaged Businesses and Women-Owned Small Businesses program that is designed to enhance business participation for these types of enterprises. This section also provides information to acquaint vendors with the policies and procedures governing their business interaction in the overall procurement program of the University.
