Ambassador
Horace G. Dawson, Jr., Ph.D.
Director
From 1962 to 1989, Dr. Dawson, a former professor of English,
was a member of the US Foreign Service, during which time
he served as Cultural Affairs Officer or Public Affairs Officer
in such countries as Uganda, Nigeria, Liberia and the Philippines.
In 1979, President Jimmy Carter appointed him Ambassador to
the Republic of Botswana, where he remained until 1983. He
received the USIA Superior Service Honor Award on three occasions.
He holds a Ph.D. from the University of Iowa, a master's degree
from Columbia University, and a bachelor's degree from Lincoln
University (Pa), which also awarded him an honorary doctorate
in 1990.

Harold
A. Scott, Jr., Ph.D.
Deputy Director
Dr. Scott came to Howard in 2001 after nine years on the faculty
of the University of Pittsburgh's Graduate School of Public
and International Affairs. Scott earned both a Ph.D. and a
M.S. in applied history and social science at Carnegie Mellon
University, and a B.A. in history from Clark-Atlanta University.
His research and teaching interest include US national security
policy, the use of intelligence in foreign policy decision-making
and the use of history in public policy analysis.

Kali
C. Jones, J.D., M.S.P.H.
Associate Director
Ms. Jones joined the Bunche Center in 2000 as Associate Director
for Programs. She is a graduate of Howard University. She
holds a J.D. and an MSPH in environmental health services,
both from Tulane University. Ms. Jones served as a health
consultant with the Peace Corps in Madagascar.

Ambassador
George E. Moose
Senior Fellow in International Affairs
Ambassador George E. Moose is Howard University's first Senior
Fellow in International Affairs. He was recently promoted
o "Career Ambassador", the services most senior
rank. A native of New York, he grew up in Denver, Colorado.
He is a product of Grinnell College, where he earned a bachelor's
degree in 1966, and the Maxwell School at Syracuse University.
Moose entered the Foreign Service in 1967 and served in Vietnam
and Barbados before taking on several high level positions
in Washington, including that of analyst in the Bureau of
Intelligence and Research, and Special Assistant to he the
Under Secretary for Political Affairs. He has served as Ambassador
to International Organizations in Geneva.

Betty
J. Aikens, M.Ed.
Study Abroad Coordinator
Ms. Aikens began her professional career over twenty years
ago at Howard University. Before joining the Bunche Center,
Ms. Aikens served as an academic counselor in the College
of Arts and Sciences, and the Educational Advisory Center.
She also directed the Domestic and International Exchange
Programs in the Office of Enrollment Management. Ms. Aikens
earned her Bachelor of Science and Master of Education degrees
from Howard University.

Carter-Perry
Diplomat in Residence
Ms. Perry entered the US Foreign Service in 1983 subsequent
to serving as Director of Public Affairs for the Peace Corps
and Action agencies. Before her assignment at Howard and the
Bunche Center as Diplomat-in-Residence, Ms. Perry served as
Deputy Chief of Mission and Charge' d'Affaires at the American
Embassies in Madagascar and the Central African Republic.
Among her previous assignments were service as Chief of Internal
Political Affairs at the US Embassy in Paris, Acting Director
of the Political-Military Policy Office and Special Assistant
to the Deputy Secretary of State. A recipient of State Department
Superior and Meritorious Honor Awards, she has also served
in Zambia and Zimbabwe and is a graduate of the Senior Seminar,
the government's highest level foreign and national security
affairs executive development program. Ms. Perry received
the Distinguished Alumna Award from Loyola University, Chicago,
where she earned her B.A. Her M.A. in history is from the
University of Chicago. A former lecturer at the undergraduate
and graduate levels at the University of Maryland, and an
instructor at North Carolina A&T University, Ms. Perry
is a 2002-2003 Visiting Fellow of the Woodrow Wilson National
Fellowship Foundation, Princeton.

Howard
Hardy
Special Projects Officer
Mr. Hardy, a Howard alumnus, returned to his alma mater upon
retiring from the US Foreign Service in 1988. His diplomatic
career with the US Information Agency and Service spanned
some thirty-eight years and took him to an extraordinarily
wide range of countries. Mr. Hardy served in cultural and
public affairs positions in Algeria, France, Laos and Switzerland.
In 1968-71, he served as Director of the American Cultural
Center in Paris. In Washington, DC he served as Director of
Cultural Centers, Senior Advisor and Coordinator for UNESCO
Affairs, Deputy Director of West African Educational and Cultural
Programs, and as Deputy Executive Director of the Board of
Examiners (USIA). In retirement, Mr. Hardy has remained involved
in USIA and State Department recruitment and examinations.
At Howard, he serves as consultant to the Patricia Roberts
Harris Public Affairs Program and Special Projects Officer
in the Ralph J. Bunche International Affairs Center.

Carolyn
King
Administrative Assistant
Ms. King is the coordinator for the Patricia Roberts Harris
Public Affairs Internship Program. She also serves as the
Bunche Center's Webmaster. Ms. King earned a Bachelor of Arts
degree in communications and economics from the American University
in Cairo, Egypt. Before joining the Bunche Center, she lived
in Nairobi, Kenya' Cairo, Egypt; and Abidjan, Ivory Coast.
She wrote and published a bi-weekly American Embassy Community
Newsletter fro the diplomatic community in Abidjan as the
Community Liaison Officer, taught English as a second language
at the Academy International School in Cote d'Ivoire, and
managed the American Recreational Club for the American Embassy
in Abidjan.

Joyce
Clark Stewart
Administrative Assistant
Ms. Clark has been an Administrative Assistant at the Bunche
Center since May 1998. That same month, she graduated from
Howard University with a B.A. degree in political science.
At the Center, Ms. Clark serves as principal receptionist,
supervisor of student assistants and co-manager of the Center's
accounts and supplies. As a Howard student, she had internship
experiences in the office of Senator Edward M. Kennedy (D-MA)
and the White House office of Cabinet Affairs. Ms. Clark plans
to become a US Foreign Service Officer.
