National Center on Permanency Awarded $1.5 Million

The National Center on Permanency for African American Children, at Howard University School of Social Work, was awarded a $1.5 million subcontract from the Illinois Department of Children and Family Services as part of a $2.4 million grant to the Jane Addams College of Social Work at the University of Illinois at Chicago.

The contract was signed on February 10, 2000 in Chicago with Jess McDonald, director of the Illinois Department of Children and Family Services, and Dr. Creasie Finney Hairston, dean of the Jane Addams College of Social Work.

The agreement was achieved in collaboration with the African American Council of the Illinois Department of Children and Family Services. The council spearheaded this initiative under the leadership of Michael Burns, council chair.

Other council members are Martha Allen, Cretoria Barnett, Frances Elbert, Elvrid Lawrence, Wade Parker, Donnella Bishop Ward and Marcia Williams.

Now completing its first year, the National Center on Permanency for African American Children continues under the leadership of Professor James Craigen, Dr. Ura Jean Oyemade Bailey and Jacquelyn Bailey Kidd, with the coordinator of the Illinois program, Dr. Jordan Jaiya John, and the support of Ph.D. graduate assistants Oronde Miller and Laura House. Alumna O. Delmar Weathers, MSW '62, serves on the advisory committee.

The National Center is negotiating with other localities to develop curriculum and training, and to provide technical assistance. A top priority is to support African American children in their communities in compliance with recent federal legislation to include kinship care, and to incorporate family group decision
