Founded by Secretary Colin Powell, the program designated MacFarland Middle School as the first national “School of Promise”. The school receives support from businesses, organizations and community groups in efforts coordinated by America’s Promise.

MacFarland also receives assistance from Howard University faculty and students in fulfilling the goals of the program: developing ongoing relationship with a caring adult; having a safe place to be; getting a healthy start in life; obtaining an education that includes a marketable skill; and taking the opportunity to give back to the community.

All CRESPAR projects emphasize the development of the talents of children and families within the community. Elementary through secondary school students and their families are targeted for research and intervention. The projects assume all children can succeed with a demanding school curriculum and a high-expectations approach. Winston Educational Center and Ketcham Elementary School are partners in these projects.
