Chiefs Message

Chief Leroy K. James is the appointed Chief of the Howard UniversityPolice Department (HUPD).  He is a veteran law enforcement Commander, who retired from the Prince George’s County Police Department.  In this critical leadership position, Chief James will oversee the operations of University Police and is charged with designing, implementing, managing and improving services and programs, which support and respond to the safety and security of the Howard University community.  Chief James welcomes you to our website.

Deputy Chief Joy manages the Field Services Bureau, which consists of Campus Patrol and Security Services, Hospital Patrol and Security Services, Physical Security and Communication Services. Deputy Chief Joy brings more than 25 years as a professional in law enforcement from Prince Georges County Police Department, Metropolitan Police Department and the Prince Georges County States Attorney Office.

Deputy Chief Kittrell is the Chief Investigator and Manager of the Investigative Department, Personnel Development and HR Liaison . Deputy Chief Lorraine T. Kittrell is also responsible for all the Crime Analysis at Howard University Police Department (HUPD) . She joined the department in 2003, after an extensive career in Investigative Department at DC Metropolitan Police Department (MPD).

Inspector Kenneth J. Martin, is Commander of the Investigative Division . He laison responsible for the co-ordination of the Howards Police Department with the Hospital Secrity Officers . He joined the department in 2007. He brings his experience from the DC Metropolitan Police Department and the Department of School Security in Prince Georges County.
